Stewie is 100% correct. Hip-hop is the culture of DJing, rapping, graffiting and breakdancing; so therefore a rapper or a DJ can be a Hip-hop artist. Rap is the music, so someone who raps is a rapper.

Hip Hop is based on danceable music. There might be actual singing.
