No, it's child molestation in the second degree, which is a Class A misdemeanor, unless it's a second or subsequent offence, or violence was involved, in which case it's a Class D felony.

You missed the relevant law - he said the boy was 18 and the girl was 15, so the Statutory Rape laws don't apply.
566.068. 1. A person commits the crime of child molestation in the second degree if he or she subjects another person who is less than seventeen years of age to sexual contact.
