If you're allowed to PULL the car back ( that is, do work on it ) build the car such that when pulled back it winds a spring or rubber band that then propels the car forward when unwound.

DD. Get hemp legalized, like Henry Ford wanted, and make all the methanol and ethanol and mix it with oil and burn it in hybrid engines, computer controlled. Make the body panels out of the hempseed oil. NASTY, DURABLE PLASTIC.
No wonder Henry told you to quit the tequila, DD. So did Monica from Fed Cup, but most folks thought she was just LOUD and lefthanded. Not only! Mustang Seles could ride. So NOW, it costs her $3.50 a gallon, like it used to in Europe.
