Can a cop make an arrest on private property? - Of course. Otherwise criminals would just stand on their lawn and wave at the cops. Besides, it sounds like "your friend" was not even on his property, he was trespassing.
Walking a police dog around the outside of a car is not a search. If the dog alerts on the car it creates probable cause. At that point the officer *can* search the car.

Of course police can arrest yo on private property. People get arrested in their home, malls, Churches, places of work.. etc.
Also the car can be searched if there is probably cause. Such as the smell of drugs or a visibly intoxicated driver.
Yes it does sound wrong, your friend is an idiot.

Of course it sounds wrong, but did this friend have a warrant for his arrest or probable cause to search his property? If it did go down the way your friend said then he needs a good lawyer. Just because cops shouldn't do things that way doesn't mean they don't.

If the officer is within his or her jurisdiction and he or she believes the the person of interest is of some kind of threat or has resonable suspicion that drugs and or firearms may be present he or she may enter private property and search without permission.You must obey the law,even on private property.

Yes they can make an arrest on private property. However if it's civil matter you can tell the police to leave your property which most people don't know.

What on earth makes you think he couldn't be arrested on private property? Especially when it's not his own? How do you think the cops arrest people when the home invade? "You can't take me, I'm in this person's house and it's private property."
