I assume you are talking about first-run shows and not re-runs.
This can happen, but rarely does. Production companies make tv shows. Usually they make one (called a pilot) and show it to the networks. If they like it, they purchase so many shows. If it gets good rating, they are picked by the network and get full funding.
Once in awhile, there will be a quality show that for whatever reason, does not get good ratings. Another network could pick it up. But usually the thinking is that if it did not get good rating on abc, it won't get good rating on cbs. The smaller cable companies are more likely to pick it up because they don't need great ratings, just decent ratings to keep a show going. Which explains why "Reba" is still on the air.

Yes. Only if one of the other netwarks pays for the rights. TV shows have constantly moved around. Look at Charmed. It wasn't picked up for CW but it's now in sindication on TNT.

Yes Roni_Joy is right. They did that with Buffy or was it Angel? I like that show. But it was always on when my husband was home and he wouldn't let me watch it.
