It might feel cold if you've put the machine on a cold rinse. Try a warm rinse and see if there is any difference. Do you have hot/warm water in the shower? Make sure both washer faucets are on as well.

40 degree water is cold. Having cold wet clothes at the end of wash cycle is not unusual at all. It depends on what your settings were.
Also some washers rinse in cold water regardless, because rinsing in warm or hot water has shown no difference in wash fabric care results

A lot of time when you are doing dishes and laundry at the same time the wash feels a bit cool. That is normal. If it is cold right after it finishes with a warm or hot setting then something is wrong with the water heater. Of course you should read your owner's manual to make sure.

Depends, what are your wash settings on? If you did a cold rinse than yes - it will be as cold as the water going into the machine.
If you had your rinse cycle on Hot/Warm then maybe you have a problem with your hot water heater or the hot water valve in your washer.

Well, if it goes through the spin cycle, that might cool it enough to feel cold when it comes out. Especially if you have your machine set for a cold water rinse.
