Ok im trying to short out my motherboard but not sure what o short so i got out my manual and saw a power 1 and power 2 is this what i need to short with my screwdriver?
If i unplug Power 1 and 2 and just plug in power 1 without power plugged in it makes a humming noise.

The only things that you could short safely there are:
1. CMOS reset but you usually just use the jumper.
2. The pins for Power ON or SW in the Front Panel connectors when you suspect that power switch is defective.
3. With power supply disconnected on the motherboard and the drives, the pin w/ green wire to any adjacent pin w/ black wire (on the 20 or 24 pin ATX power connector) to test if power supply will turn ON. This is not relevant in your case since it seems power supply is working.

Keep the two power plugs plugged in.
