Ok. I found what interface my motherboard has. It has a PCI bus. So what graphics card should I get to be able to play steam? Can I get it for a low price?

The PCI bus is inherently slow for 3D graphics acceleration. There are no powerful PCI graphics card. It is not worth spending on PCI graphics for gaming. Consider moving up to PCIe format. There are many cheap PCIe cards that are more powerful than any expensive PCI card.

Since you only have a PCI interface, I'm assuming your computer is quite old.. Pentium 3 i'm guessing? If so, I think it may be more economical to just buy a new computer rather than constantly upgrading your computer.

However, If you still wish to upgrade your video card, go for the Radeon X1550 if you plan to play Steam games.

Its $90 but the performance of steam games, especially Source based games will be questionable since your CPU might not be able to handle the CPU portion of graphics rendering

But do you have PCI, or PCI express 16? Or PCI Express x4, or PCI Express x1
If you have the other ones then you would have PCI express 16.
If you do have just PCI, then you need to buy a new computer! Graphic Cards that work with just PCI aren't ment for gaming! They are ment for just word processing, and maybe to have an extra monitor.
Save up and get a better computer!

Get the graphic card with ram not least than 128MB. The price depend on the brands.
