If you stop playing the parents, the child may be older than the parents, yes, because you play them more often. My advice: play the parents to elders, then switch over to the child who has moved out as an adult. That way, they'll look younger even if they're not.

This is actually a good point and pretty funny...I've never tried or even thought about this.
I know you can turn off aging by holding Shift+C (or maybe Ctrl+Shift+C...I forget which. I know it's one of those) and type "aging off" in the text box that appears.
This only works for the active household; meaning if you leave the household and go to another, aging will start again. (You can also type "help" to see a list of other useful cheats.
I also know that with SimPE you can change all kinds of aspects to your Sims (including age).

well ya technically they would and there is no way to fix this. its a stupid part of the sims2 but thats just how the game works. if you rly want it to be as if it was a real family then dont move them out. or move them out and wait for the parents to die then go play with the other family

You can play every family in the neighborhood for a set amount of time in rotation so everyone will age relatively the same.

turn aging off or play them equally. or move them into the same house! :) you can do this with university.
to turn aging off press cntrl shift and c and then type aging off .. then press enter :)
