Please do not suggest any other types of boards at all- only answer the actual question please, or don't answer. (I.E. I don't want a "ribbon board", so don't suggest it. I don't want a wine cork thing, so don't suggest it. I don't want to "just use magnets instead", etc...) Assume that I have ALL hand tools, and no industrial ones. (If there's something in your answer that I don't have, I'll just go out and get it.) Please don't answer if you aren't literally giving step-by-step instructions. Like if I asked for a recipe for chocolate chip cookies, DON'T answer by saying "add some flour and eggs". BE SPECIFIC please! (This is like my fifth time posting this question, so sorry for sounding irritated. I just keep getting non-specific answers and other goofy design ideas, whereas I have already decided on what I want, so that part of the question has been resolved.)

Decide on the size that you want the bulletin board to be and cut a piece of 1/2 inch plywood to that size. Get a roll of cork in at least the 5/8 inch thickness. Cut it to nearly the size of the plywood leaving at least 1/2 inch plywood border surrounding the cork. Adhere the cork to the plywood with Spray Adhesive like the industrial strength hold of 3M Super 77.
Now you have 2 choices. You can get a strip of molding to surround and frame your bulletin board which you will need to measure to each of the sides and mitre cut the ends at 45 degrees. (the more labor intensive and expensive method of framing it) Or you can go to the craft store and purchase canvass stretchers which will already be mitred at the corners and will fit together tongue and groove. (they come in a multitude of pre-cut sizes which all will fit together). Either way, you will need to glue (gorilla glue, locktite or wood glue will work) the frame you cut or the canvass stretchers to the plywood and for extra security nail in finish nails. You can finish the wood in any manner you desire with paint or stain.

Whew, take a breath.
Here's some instructions using a rolled cork sheet. It doesn't include a wood frame; however, it would be easy to just purchase a frame to fit it at your local hardware store. If you don't want to do that, buy your framing wood and miter it to fit, then glue/nail it to the board.

It allows you to modify the projects and to alter the arragements. you can buy a cork board with a 1/2 in. gray cardboard backing , its called homosote...cut your wood frame to length and width to go around it... cut a 1/2 in. rabbit on the back side of your frame boards to fit the board in...miter the corners and glue...i just made one for my granddaughter...
