Some of them really deserve the badge, while others should have their accounts taken away for cheating. I know of a guy who answers otherwise unanswered questions as they're about to expire. Each answer is "idk," and he's guaranteed to get a best answer, so, of course, he's a top contributor with about a 50% best answer rating.
A lot of people here have a misconception about how you become a top contributor. To be a top contributor, you have to have a best answer rating of 10% in a particular category, and at least 30 best answers in that category, so you won't get a badge with a 50% best answer rating if you've only answered 2 questions, and one of them was picked as the best. It has nothing to do with how much time you spend on Y!A or having "too much time on your hands."

No. Nor are they necessarily better at asking questions, either. It just means they were allowed to exist on this forum longer than others. So if they have the approval of the people of Yahoo! Answers, then you have to wonder what type of answers they are constantly giving. Obviously they must be rather bland and homogenized to have survived so long, without much or any controversy, or asking others to think in new ways.

Top contributors have a proven track record and makes them good answerer's in general. But they are no better than some who will become top contributors, once they have established themselves.

I think that some of them are, and some of them are not. There are a lot of good answerers in Polls and Surveys who do not have them, because there are no badges for Polls and Surveys.

I think some have good answerer's but not all. I think they just answer more question. I have some really great answer from people who are on Level 1.

Not necessarily. They may have high points but may have hardly any 'best answers', so if you want to know how good a person is at answering then look at their best answer percentage and take into account how many questions they've answered in total.
eg: 50% best answers.. (only 2 questions answered in total, not saying much)
or: 13% best answers.. (4300 questions answered in total, that means they answered loadsa questions well)

It seems that they just spend more time than the average person in a specific category. I jump around and answer random questions. My best answer percentage ranges from10-12%

nope some have different yahoo accounts so they ask a question and answer in another name, and give themselves best answer, i was gonna do it but lifes to short for that lol
