If your asking for an explanation of it, it means to search through your address book/list of contacts. Rolodex is a brand name for a variety of card-type files for that type of info.

Well, it makes sense.

Whether it passes the hazy line between what someone says to an "expression" is not really known to me.

It means to look for someone or something in your Rolodex. If you don't know what one is, then just ask...
