She only seriously considered three or four suitors for any length of time. Her childhood friend Robert Dudley probably came closest in 1559 when Elizabeth was 26.
She received offers of marriage from the King of Spain, Prince Eric of Sweden, the Archduke Charles of the Holy Roman Empire in Europe, the son of John Frederic Duke of Saxony, the Earl of Arran, the Earl of Arundel, and Sir William Pickering. Elizabeth rejected the offer made by King Philip, but allowed the other suitors to remain hopeful, while allowing her advisors to consider the advantages and disadvantages of each match. François, Duke of Anjou (France) was the last suitor in 1581 when she was 48.

Elizabeth did not want a man's help to govern. Marriage involved the risk of losing some of her power - - or foreign interference in her affairs. She could not marry a Catholic for political reasons. Basically, I don't believe she wanted to share power, and it was a man dominated world. A royal husband would be considered her superior, and she could not marry beneath her station. Catch 22 situation.

There were several men that made offers. One from France and one from Spain.

She was a queen, that's a huge reason to marry her. It would bring political power and a strong alliance with England's government.
