Is it a teaching of the Roman Catholic Church that Catholics are not allowed to or discouraged from speaking to and/or associating with people who are not Catholic?

No.

In fact, the main way we evangilize is by living the Gospel side by side with our fellow human beings.

I have always liked the saying of St. Francis of Assisi:

"Proclaim the Gospel always. If necessary use words."

I've been a Catholic for well over 60 years and most of my family and friends have not been Catholic. I do not remember any specific advice discouraging us from associating with non-Catholics. In fact, it could be just the opposite in the hope of converting them to the one true faith.

I don't think so otherwise my Catholic cousin's and Uncle weren't talk to any of us and it would just by my Aunt (raised Methodist doesn't believe in all the catholic ideas) talking the entire time during family events.
