Before we get into number theory (which would say there is no number that comes just before 5.5 because there will always be a number between it and 5.5), I assume you are asking when represented to 2 decimal places, what comes before 5.5?

5.5 to two decimal places is the same as 5.50. Just add zeroes to fill it out to two places. The number before that is 5.49

One way to do this is to take the number, multiply by 100 (two zeroes), subtract 1 and divide by 100.

Multiply by 100:
5.5 x 100 = 550

Subtract 1:
549

Divide by 100:
5.49
