I've a huge foot fetish, and I've gotten to know this girl well over a number of months and I was wondering how should I go about subtly letting her know without scaring her too much?
I've heard that u should compliment her on her shoes or the tights she wears but I want to find out what girls here, if any, think of that?

Frankly, I find men who obsess about particular parts of the body rather weird and sad. A woman is the total sum of all her parts, not just a pair of pretty feet for you to ogle.
I guess you have to decide whether you ever want to have a sincere relationship with a woman or if you just want to spend your life staring at feet.

If you are dating her, definitely let her know. If you are not dating her, then start dating her first. To share something so personal as a fetish with someone you're not involved with can make the person you just shared with feel uncomfortable and not want to be around you.
Yes, compliment her on her shoes and stockings and if she's your girlfriend, take her shoe shopping and buy her the shoes that make you hot. Give her foot massages and pedicures. Unless she's a bit thick in the head, she'll catch on.

Well if it was me I'd be happy with honesty.
However you could take a slow approach with a foot massage or if you and her are talking one day and she is wearing flip flops or bare feet you could comment on the grounds of something like 'you know you have really nice feet'. But don't say that out of the blue, it should be relevant to the topic at hand or a topic starter after you have been having a conversation for a bit.
