Pros:
It helped the South recover from the devastation that occurred in the Civil War.
It helped the South's economy change from what it had been to what it is now (interestingly, outperforming much of the rest of the nation).

Cons:
It was a method to punish the South for the Civil War.
Entire states were left in a situation of martial law, their citizens not treated as Americans.

The pros included that the South need physical rebuilding and social change to build a truly democratic society.
The cons are: Unfortunately carpetbaggers from the north took most of the money for physical rebulding and hate mongers from the KKK and White Citizens Councils prevent blacks from voting and instituted the Jim Crow laws to keep the black population. This started to change 1n the 1950s as blacks started fighting back but in many places in the south many things have not changed to this day.

it was mostly cons. crooks and con men from the north got appointed as tax collectors and began collecting taxes that had not been paid during the war .with the us army backing and sometimes sharing in the ill gotten gains there were many homes and farms sold at auction for back taxes widows and children made homeless and the carpet baggers were the ones who got to bid on the properties. all in all it was scandalous.
