On a OSC in a divorce I have 21 days before hearing to serve the other party with the papers.......My question is there any amount of days do I have ...to file the" proof of serve" before the hearing(can it be even be filed the same day)????

Depends on local rules or procedure, and you didn't say where you are.

Same day as the hearing? Probably not.

Once you've effected service, why not just go ahead and file the proof right away? It'll only cost you 41c to mail it to the court.

You'll need to make sure that you have the papers served by a process server or sent by certified mail. You need to file the proof within the 21 day period, or right after if, say, it was served on the 20th day. Also make sure you take the proof with you to the hearing as they may request it at that time as well.
