Once you define "in the know".... Obviously computer can be made secure, so if "In the know" means those who can hack into a computer, then I'd say the possibility is greater, however even the most illiterate of computer users can secure a system from being hacked by protecting passwords, using encryption etc. Thus the "in the know" must mean those with the high end ability to get to it.

Now, with this information can we say that ALL information is accessible to these same people? No, it does not. It assumes a near God-Like ability on a group of unknowns. Thus we have to say that since there is doubt as to the abilities, that the answer must be "no, they cannot. " We suspect that they may be able to, but have no proof.

Media has created a scare tactic of late in which only those news related pieces of danger, theft and conspiracy make it to the forefront. Thus we never hear of the hundreds of times that these same 'hackers' are kept out of a system.

Can one of the high end hackers getinto your system and get your information? yes, we know the possible. WILL THEY is the question at hand. THAT, in and of itself is the real question. Why would a high end hacker spend time in hacking into your middling bank account when their efforts could yeild more important information from other sources? You become more secure in the fact that you are invisible to thier radar.

Now, the bank you use, the credit cards you carry as we have seen in the past ARE within their scope and radar and apparently can be stolen easily. So, since the question is yes or no: Yes, files can be accessed. No, not all of them will be.
