is it by ___ number of votes equals ___ number of delegates? i really don''t know how all of it gets figured out. can any political aficionado's explain this to me?

I assume you mean the political convention delegates.
The days of winner take all are nearly past. Some states divide the primary votes or caucus votes proportionately. Other states, like Illinois, divide votes by congressional district with some of the delegates going to major party officials. So, one candidate may take Chicago, another might take the suburban districts, and another the rural districts.
The electoral college delegates is another story.

Most states have a winner takes all system. In these states, the candidate that has more votes than any other candidate gets all of the delegates.

Maine and Nebraska proportion the delegates based the winner of each congressional district.
