When you say it stops when the electric is off, do you mean when you turn off the main breaker??? or what???

Some sources of low noise humming vibration sounds can be either a doorbell transformer or even a heating/cooling contol transformer. To fix either noise, one can remount the transformer onto rubber stand offs that will lessen the 60 cycle vibration humming sound.

If your noise is a louder noise, more of a brrrrrr type hum, it may be a loose wirenut connection vibrating between the wires at that connection when there is a load applied to that circuit. If this is the case, and it is allowed to continue, it can develop heat from the friction and start a fire.

Sure wish you could explain in more detail where your vibration or noise is coming from.

I tend to concur with William B, check the fan motor or cage on your heating/cooling system.
