No fish will survive in tap water if it is treated with chloramines and chlorine by your city or town unless you treat it with some thing to remove them first.

Fish can NOT survive tap water because of the chlorine that water treatment companies use to keep stuff from growing in it. If you have well water than you can use water from the tap. Otherwise...just pick up a bottle of water conditioner (around $5 for a big bottle at a pet store or even super walmart). It will remove chlorine, chloramines and heavy metals making it safe for your fish. Some easy fish to keep are community fish....just buy some water conditioner...put it in the tank and let it sit for about 5 minutes....you need a filter, regular light (unless you're growing live plants) and a heater set to about 78 degrees.

Just like any pet, fish cost money. Keeping them healthy and alive requires supplies and you cant cut corners. If you find these things are too much money then you shouldn't have a fish.
When it comes to tap water, you can use this, but purchase drops that remove the chlorine so the water is safe for the fish, these drops aren't expensive and you would only use a few drops one a week when you clean the tank.
Other than that you should have a filter running all the time and a heater is only necessary if you live in a cold area. Check the fish you purchased and see what temperature they require. And a light and food, other than that, you really dont need much and its not too expensive.

I've seen your earlier questions and, really, these are not "special needs" items. Those are mandatory requirements for fish keeping. Chlorine is present in tap water. Chloramine may also be present and doesn't dissipate over time. Chemical dechlorinators are necessary purchases.
If you're not prepared to buy the essential items then perhaps keeping fish isn't for you. Keeping and maintaining aquarium fish is a real hobby and, like any hobby, you are expected to invest money into it.

Are you talking fresh water fish? Most should be just fine with your tap water, unless it's completely unsuitable for human consumption lol. Most fresh water fish are tank bred or farm raised, and can handle most any ph from 6.0-8.0 just fine. Certain delicate fish like some rams and discus would most likely require certain water conditions though.

Most fish (all I know of) will like the tap water lots better if you let it age a few days so the clorine will evaporate.

depending on where you live, the tap water should be fine, but you should let it sit for at least 24 hours. For example, the tap water in Maryland and Virginia killed my friend's mollies, but the tap water in Massachusetts was perfectly fine her new ones. Just let it sit for a day or so, and it should be fine.
