If his co-operation caused the end of all Terrorist actions though out the world, and allow for global harmony. It would probably be considered. We could then tell the world of his great co-operation, Capture and execute all the worlds terrorist and reduce his sentence to life in prison with all the people he just turned in. I'm sure they would forgive him too.

Probably not. It's a delicate case, simply because he was the leader of a terrorist cell, and not a citizen. Habeas corpus, and a number of other methods allowing citizens certain pre-determined trial rights, would not apply. My best guess would be no.

No, he'd be executed, and rightly so.

Turning yourself in is not the sort of cooperation that gets you a lighter sentence anyway.
