Right....... to design one, there are 3 ways
1) is the old fashioned way of coding everything by hand. This website should help you get started: http://www.htmlgoodies.com
(but it's a pain in the **** to do + no guarantees you'll ever get it finished)

2) By using the sitebuilder tools often built into your hosting provider's control panel when logged into your account on their site.

3) By using "WYSIWYG" software, such as "Netobjects Fusion" or "Coffeecup Visual Site Designer"

There are others, such as "DREAMWEAVER" by Adobe/Macromedia... but it's a pain in the butt to learn how to use (not to mention rather expensive), and the 2 I suggested are more "beginner friendly" (and cheaper).
These let you knock together websites in a similar way to creating something in Desktop Publishing software, but still let you tweak the HTML code if necessary or add bits of it for things like advertising banners / Webring codes, etc.

This is the easiest way, and the one I prefer... I can get a basic site up & running in under 30minutes with this kind of software.

To get a webspace/host to stick it on, try either "1&1 Internet" or "Bravehost"

There are others to try as well, such as:
http://www.geocities.com (part of Yahoo!)
http://www.angelfire.com (part of LYCOS)
http://pages.google.com

If you want a domain name to go with it, rather than something like http://geocities.com/jduck1979 or http://jduck1979.googlepages.com (the bodgy sites I have a go at from time to time to familiarise myself with them services so can answer people's questions on using them) to can usually buy them either straight from the hosts (1&1 is good for this), or another service such as SEDO

If you wish to earn money from it, why are you asking for free help from complete strangers?

Go buy a book on web design.

You need to purchase a domain name and then you need a web hosting service, and the software to design and maintain the site. It can all be done at one place.
