Windshield wiper motors on a nissan 95 altima. The guy says it will be 220 parts and labor. Is this completely unfair?

That sounds average...give or take 25-30 bucks. About 100-130 for the parts and around an hour of shop time.

There is only one motor. You can change it yourself, probably even without a repair manual for around $50-60. Open your hood and see if you can get to the motor access. On some cars, you will have to remove both wiper arms to allow the mechanism to drop low enough to R & R the motor. Also check your fuse!!!!
