Does the president make the decision alone? (im pretty sure thats not the case) Who does the voting or whatever? How is it decided?

The Constitution gives Congress the power to declare war. The President is the Commander in Chief.
In the case of Iraq, Congress passed The Joint Resolution to Authorize the Use of United States Armed Forces Against Iraq. This act essentially gave the President the legal power to use the military in Iraq. Those that are blaming Congress are essentially blaming a Republican Congress for passing a bill that authorized the administration to screw up. Bush asked for the authority and now they are trying to blame Congress for giving it to him.

The Congress of the USA does the voting on whether to send US Troops into war!! The President decides, then goes to Congress for the okay!!

Congress has the authority to declare war. The President, however, has the power to introduce troops into combat under the War Powers Act.
