Unfortunately, ironing the velvet will flatten the nap. I would use the boiling water method so that you don't create a flat shiny spot on the velvet with the iron. Stretch the velvet nap side down over a sink and pour boiling water through the fabric to melt the wax and continue doing it until you no longer feel the wax on the velvet.

When I was in the Navy, I went to a Christmas party and somehow got candle wax on my uniform (they had candles in the centerpieces). I sent it to the dry cleaners and it cam back spotless. Of course, this was wool and not velvet.
In the process of dry cleaning, they put the garments into a large washing machine and, instead of water and detergent, they use a heated solvent. They then run the machine and the solvent goes through a filtration process, which removes the dirt and stuff from the solvent. The solvent is hot enough to melt candle wax, which is how they cleaned my uniform.
I would be very leery about cleaning that velvet dress in water, as it may cause the nap to lose its texture. I would call a dry cleaners and tell them what happened. They've probably dealt with this many times and can give you good advice on how to clean the dress.

Put the dress in a clean cloth bag. A pillow-case will do. Put the bag in the freezer and leave overnight. This freezes the wax and makes it very brittle.
In the morning take the bag out of the freezer and the dress out of the bag. Using a clean dry stiff brush, (a nylon nail brush will do), brush vigorously, and the wax will turn to powder and brush out fairly easily, leaving no mark.

I just had to get wax off my carpet....put paper towels on the wax, use your iron on a medium setting. Hot enough to melt the wax....I had to put the setting all the way up for the wax on my carpet.....just keep ironing over the wax. Keep moving the paper towel to a fresh spot so the paper can absorb the wax.

Wax paper and a low heat setting on a iron. Put the wax paper over the stain. then set the iron on low until the way is pliable. The way should stick to the paper then just wash the dress.

I think if you put papers towels over the wax and with a warm iron go over it a few times the paper towels will absorb the melted wax.

Ice the wax and "break" it off. If your careful you can also use a WARM iron, not hot so you don't burn the velvet, and white paper towels to blot off the warm wax. Its time consuming but it works.

Ease your mind and take it to the dry cleaners. If it can come out they will do it for you without ruining the dress (which you will probably do if you try yourself).
