Eh i think these are them:
1. You will not use steroids
2. You will always win in an uncontroversial way
3. You will make friends with your on-screen opponents
4. You will not beat/attack your opponents/friends off screen
5. You will show respect to your fans, opponents and anyone else
6. You will not mess with persons smaller and weaker than you
7. You will not attack any divas
8. You will treat divas as persons
9. You will not try to kill your friends to win the gold
10. You will always, always not try to be stupid anywhere else!

LOL you do realize the matches are pre-determined.
Asking about a rule book for the WWE is like asking where can I go to see a Unicorn or where can I go to meet the real Santa Claus.
THEY DON'T EXIST.
The only purpose for having the ref. in the ring is to act as a judge of the crowd to let the wrestlers know if they need to pick up the action, let the match go longer, make the match go shorter and to help communicate between the wrestlers what the other guy is going to do next.
