Sulphuric acid will do. It is hygroscopic and will draw the water out of the paper - this will look like a burn first ...
But watch yourself doing this sulphuric acid is dangerous and you should do this experiment only if you have the appropriate protective clothing ( gloves, goggles and a coat) and do it in a fume hood.

Water dissolves 'toilet' paper.

For the kind of paper that is recycled (cardboard, newspaper, etc.) they use sulphuric acid, hydrochoric acid, and nitric acids at the recycling plant.
