Right To Buy Specialist question?

I need to know what specific housing law sates that i have the right to buy my housing association flat when the HA are recieving public funding from government for the upkeep or they havent bought 100% of tower block off council ( I was never a council tenant) thanks so much for help i need the best discount i can get;)
