We are not married to (much less even know) your husband!! So how are we supposed to know what he would like for Christmas?
If you need ideas, why not ask someone who knows him for ideas? A friend. A sibling. His mother. His commanding officer. That makes a lot more sense than asking us!!
But, I guess you have nothing to lose by asking. So from the ideas you might get here, the opinions I would trust MOST would be from those who identify themselves as fellow millitary wives! They would know what works for them.
Merry Christmas.

K-BAR knife in nice leather belt sheath. The Army used to issue them but in this politically correct environment they are afraid someone will get hurt.
High tech weapons are not very effective in dark alleys, knives are quiet and never need reloading.
$60.

Get a sexy teddy, silk stockings, and night for the two of you to be alone. This is the best present for someone who is deploying. Make it a special night, one that he won't forget!

I would think something with an engraved picture of you and if you have any children them as well. Possibly a poem on the back or even just a "I love you" on it. I saw they can do this with dogtags and many other things. I got my husband a plaque of a picture of him and our daughter with a poem to him saying, 'My daddy, my hero.' in it. From one military wife to another, hope that helps! =)

(1) Convince him to quit the military. What are we fighting for, anyway?
If that's not possible, then...
(2)Take him on a nice, romantic, one-of-a-kind dinner date and movie, promise you'll be there waiting, and give him his favorite piece of clothing that you wear to bed at night. Make sure it smells strongly of your scent. That way he can hug it at night and think of you and that you're waiting patiently at home.

What about one of those tasteful boudoir photos to take with him?
Something light that he won't feel like he has to lug around.
