it's because these genes are dominant - the geographic areas for African/Asian populations were more suitable for darker skinned people to avoid sun burn and sun damage to the skin. Some may have (you could call them "inactive" )recessive genes for blond hair , light skin, and/or blue eyes but these of course do not show on the individual and only a DNA test will know for sure.
scandinavians lived in the dark 6 months of the year so in the summer they needed to get D vitamin which they got thru the light skin faster (than if they had dark skin) both in the summer and in the low level winter sun. Vitamin D is an extremely important vitamin and if a person could not get enough of it (made by skin in the sun) they most likely did not survive long in the North
Blond hair and blue eyes may have been a human selective preference for offspring rather than natural selection, I don't know what benefit these would have in terms of survival in Scandinavia. Maybe the blond hair was a distinguishing mark for the Vikings so they would know their own.. who knows.. they may have killed off dark haired babies thinking they were offspring of enemies.. just speculating. I have never read anything about blonde hair and blue eyes in terms of evolution
eventually the blondes and blue eyes will disappear due to populations no longer living locally according to their genes

It is determine by the dominate mate's genotype and phenotype and the amount of melanin.
In humans, melanin is found in skin, hair, the pigmented tissue underlying the iris, the medulla and zona reticularis of the adrenal gland, the stria vascularis of the inner ear, and in pigment bearing neurons of certain deep brain nuclei such as the locus ceruleus and the substantia nigra. Melanin is the primary determinant of human skin color.

responding to romanisis, white people do not have pure white skin as some skin pigment is still made - it is needed to protect from the harmful UV rays of the sun. If there is a faulty gene so no melatonn (which codes for skin pigmentation) is made which results in albinism.

I think these are largely climatic and environmental changes.
Fair people would not survive long in the desert or hot countries. Scandinavians tend to be fair and have a cool environment. That's my theory anyway.
