Will the Free For All downloadable content be available for free at any point (the pack that costs 800ms)?

Like many people, I sold my Crackdown game to Gamestop shortly after the Halo 3 Beta was released. I recently bought it again for 20$ and looked at the downloadable content that was available. I figured that the "Free-for-All" Pack would be free by now since it was released when the Halo 3 Beta came out. Does anybody know if this will ever be a free download? If you are confused on what pack I am talking about it is the one with the new weapons, new vehicles, and a few multiplayer gametypes.

There's downloadable content for even older games that's still not free, so don't count on it.
