I think it is either way. A persons upbringing and experiences in life also have a lot to do with who they are and what they will become. However, there comes at time when a person has to decide whether to become their situation or rise above it. I think a persons mother has a lot to do with this too. How many presidents have stated they owe their success to their mothers?

Apart from being the son of the king, which entitles you to be a leader, leadership can be a set of personal traits that lead to leadership as well as skills learned. A person might have the natural ability to communicate, inspire, serve, organize, etc., but those abilities can be learned.
Then there's the question of whether leaders make history or history makes leaders.

I don't think leaders are born but it is the morals and experience they learn growing up and the convictions and sense of right and wrong instilled by parents and those around them that makes them leaders.

I think one can learn to occupy leadership positions, but to be a true leader (not just a person with authority), it has to come from inside.
