3ft 9.5 inches equal (3X12) inches+9.5 inches equal 36+9.5 =45.5 inches;
1 hour 47 minutes equal 60+47 minutes equal 107 minutes
The question now is how to translate inches into minutes.
If you're a snail one inch can be about 1 minute but if you're a cheetah 1 inch will be less (shorter) than a second. You will also have to bring atmospheric pressure into the equation so in the end i think you have to ask NASA to help you

Length of time is a matter of opinion and the circumstance. To a person awaiting something good 1 hour 47 minutes seems like an eternity or if in pain it seems forever but for others such as new loves, someone leaving a loved one behind,studying for an exam it just isn't lone enough. Length too is a matter of circumstance if you need something 3ft 6 inches then 3'5 isn't enough therefore it isn't longest and vice versa

3ft 9.5 inches because you can't measure time. Or, if you can walk 3ft 9.5 inches faster than an 1 hr and 47 minutes then 1 hr and 47 minutes is longer.

"1 hour 47 minutes" is longer because it has 17 characters. "3ft 9.5 inches" only has 14 characters.

You're comparing apples and oranges, but if you simply want two numbers, you have 54.5 inches vs. 107 minutes.
