Why are there only 10 / 11 teams why dont more teams join in?

Firstly, the rules state that there shall be no more than 24 entrants, two to be entered by each competitor.
Secondly, it's difficult to join the championship. You have to apply two years before you want to start competing, and new entrants have to deposit US $48,000,000 with the FIA, which is only returned if the team manages to compete for the whole season (although they can also delay their entry by 12 months and "only" lose US $12m of their deposit).
Thirdly, it's difficult to find an engine supplier, even more difficult to find a good engine supplier, and very expensive in either case. Making your own engines can work (Sauber did it quite well in the mid-90s) but it can also be a disaster (Osella, Minardi, Zakspeed...).
Fourthly, you need a huge amount of money to "invest", upon which you are very unlikely to see a significant return. There have been 153 constructors in the history of F1. Only 60 of those scored even a single point. Only thirty won a GP. Only 12 won the constructors championship, and only 14 have produced the world champion driver. Success is only for a very select few...the rest spend fortunes for nothing - it's a big gamble to take, and one which few are prepared for.

aside from the sanctioning fees there is also the over head costs, you need a facility, as well as all the machines necessary to fabricate these cars from scratch, a team of engineers to design these cars, a team of mechanics to build and rebuild them, a team of marketing sales to attract sponsors and then wine and dine them, also there is logistics
you have to have the trucks and personnel to transport the whole race team all across the world a few times over
as well as a good supply of capitol to purchase all the exotic materials these cars are made with

it is east to say initial costs could be on the plus side of $100 million just to get started, and whats worse? all the good people are already taken, so after your break in costs that exceed the GDP of a small nation your still going to be at the back of the pack until you can get the good people to jump ship and go to your team

and thats why there are few people considering starting new teams from scratch, the easy way is to wait for a team to go bankrupt and buy the team with everything in place like jordan/midland/spiker/force india

Teams have to buy into F1 so it is for financial reasons why there aren't more teams, it takes either a rich manufacturer or a rich costumer to fund the team. There is also the fact that there isn't space in the pitlanes, Spa in belgium had to be left out in 2006 due to lack of space in the pitlane when they went from 10 to 11 teams.

A team submits their application subject to approval by the FIA. Once you get approved you gotta pay the entrance fee then you race.

more teams have in recent years f1 is expensive and unless your maclaren or ferrari you dont have the sponsorship to keep going it is usally done to publisise the manufacturer
