Do you hear the Trim Motor run when you push the up switch?
If not it may be in the switch, test with a "Test Light" or "Volt Meter".
If, the motor runs and it not lift, it may be low on fluid. Pistons in down position, remove top fill plug. The manual says to open manual release valve, push the up button for about 10 seconds and then top off with fluid. Close manual release valve, with a helper, push up button as the person helps lift the engine to full tilt, topping off with fluid as the pistons begin to move. Install the plug just enough to hold it (1-2 threads). Lower engine all down and then up, remove plug and top off again. You should do this a few times until it not take more fluid. Then replace and tighten the plug.
Recharge battery when finished.
If, the two problems I mention not solve the problem, then we know it something else and may require a few test procedures.

The solenoid is out. Easy to change yourself. Grab a service manual.

sounds like you have an electrical problem check the wireing make sure nothing has come loose
