An estimate is called for, not the exact number. Very often we use estimates such as finding 15% or so of a restaurant bill to figure the tip.
In this question, since 48.3% is just shy of 50%, start there. 50% or half, of 1500 is 750. So the estimate should be a little lower than 750.
We could get a little more exact by figuring that 1% of 1500 is 15 and 48.3 is about 1 2/3% short of 50%. This would give us an estimate of 725 since 1 2/3 times 15 is 25 and 750 minus 25 equals 725.
Hope this didn't get too complicated.

Just use numbers you can calculate in your head.
50% = 750
1% = 15 -- Note we can easily divide this by 3.
(1/3)% = 5
48.333333333% = 50% - 1% - 2*((1/3)%) = 750 - 15 - 10 = 725
