Well you can go to Yahoo or geocites to get a free site setup. Also Search the web for free hosting. If you have Cable modem or DSL you can setup a server at home. go to www.apache.org. then go to http project. People usually use a template to get the look and feel of a site. Do a search on Free templates and you should be able to find the one you like. YOu are going to need to know some HTML that is the language that creates the page for the site. do a search on W3c and find the result for w3c schools. Great training for HTML and javascript.

You can use Microsoft publisher its easy but you have to pay for it.
If want a free one just google free website or something in that matter. But the online ones usually give you a template to work by and its not all that great.
Google does websites. But you pay for that too.

You need to use a program like Dreamweaver or Front Page and have a place to upload your web pages. You can get free web space in places like Geocities, but you have to allow their banners and advertising in some cases.
