i have a low clearance (6'-6") and a stacked stone foundation. I want to frame out walls and paint the exposed underside of the above floor and floor joists. Anybody ever do this or have any good tips to help. Obviously it needs to be as moisture reisitant as possible, but there have not been any significant water problems in the basement.

yep had a house that was built in 1814, did the same thing to it, use white paint,

I am a building inspector in Fl. You can permit that because it is an existing condition. I would frame it with pressure treated lumber because of the moisture and green board (moisture resistant sheetrock). As for the egress window previously mentioned the room cannot be used as a bedroom to avoid that requirement.

Dont try to get a permit for this job. Your ceiling height is too low to pass code and they will make you install an egress window. Plus once their down there you'll end up rebuilding half the house. Also a standard door opening is 82''.
