Increase the wages of low skill labor or government redistribution policies.
The advice to get more education to avoid being poor works for individuals, but since for many jobs having a college education does not increase your productivity it cannot be a solution for everybody. There is also the problem of people who are poor due to mental or physical illness which can only be solved with subsidies.

Poverty is one of the main social problem faced by nearly every society. It is assumed that poverty cannot be put into an end but it can definitely be reduced. Many people who live in poverty have a mind-set that it was a normal cycle that was generated from their forefathers, but as a matter of fact, this poverty cycle can be broken through education. Many nations offer free education for its children and I believe there is no excuse for anyone to be in poverty. When a child is offered an education they will then develop their knowledge and skills and also discover their full potential.

World poverty can only be eradicated by strong governments. China is a text book case. Only 30 years ago they had massive famines and poverty. Due to birth control (two kids per family), industrialisation and strict government the country now is under control. If the same thing was applied to India, Africa and South America you would solve this issue. The world's population has doubled since 1960 and what with global warming we can expect disasters on an unprecedented scale. Hurricanes, flooding, climate change. But remember rule number one, never do anything until it's too late.

Poverty is a relative term. Each country has a barometer of its own. If someone says 'In the USA those with annual Income less than $30000 are poor' those with that income in India are considered to be in the 'higher mid income group'! One Kilo of Chicken in the USA costs $10 whereas in India it costs just Rs.150/- (equal to less than $3/-). Thgere is no doubt that the low2est in yhe incoime group does want a lift by pumping more towards him extracted from the rich

Think of poverty as the standard of leaving of the poorest. To make them better off, two avenues and two schools of thoughts:
1) increase growth and hope the tide lifts the poor
2) redistribute wealth
2) is very direct but cannot avoid that some people will be worse off as a result of policy. There is an hybrid position that consists in focusing on the redistribution of the marginal growth. This tries to make nobody worse off, while at the same time channel wealth through policy. But even this can be difficult as incentives of people impacting the growth most may not be compensated in tune with their contribution to the marginal growth.
