prevention in most cases you can't but in some you can examples. the mississippi river used to change where it passed and would flood the land untill it formed a new delta. now man has controlled where it passes so it no longer floods. hurricane that push water up waterways causes flooding but people built leves so that when the river reaches its peak it doesn't flood homes and businesses, but some times they don't work or there is just too much water .
