A Christmas Story is, hands down, the best Christmas movie, and I rank it up there as one of the best movies of all time.
I loved "It's a Wonderful Life," but I don't consider it to be a Christmas movie. It only concludes during Christmas time, it's not based around Christmas.

Most versions of A Christmas Carroll (two I don't like are the one with Tori Spelling, and the one with Henry Winkler), and It's a Wonderful Life.

"Scrooged" with Bill Murray. It's a funny, kind of twisted reworking of the Dickens classic. Bobcat Goldthwait is great as a laid-off worker with a nervous tic. Karen Allen is sweet as Murray's girlfriend. And the special effects are terrific as well.
