Obviously Japan. The US has always lagged in technology. Japan is the only nation on the planet where you can find the most unique advanced gadgets and inventions. Check out the JR-Maglev Mhttp://uk.youtube.com/watch?v=VuSrLvCVoVk&feature=relatedLX01, you won't find it in USA.
Americans are obsessed with the PS3, PSP and Nintendo Wii which are Japanese.
They have the most advanced toilets on the planet. http://uk.youtube.com/watch?v=EFaJvE9oYHc
Check out the interactive table too.

Japanese probe returned the first HD Video of the moon which is clearly something more advanced than NASA.

They also have the most advanced robots on the planet. http://uk.youtube.com/watch?v=091ugdiojEM

So Japan clealy wins PERIOD.

It's kind of a subjective question. The United States is more advanced in fields such as biotechnology, information technology and aerospace. If you want facts check out the number of patents/pharmaceuticals brought to market/ aircraft type approved, etc. in the before mentioned fields. The US patent office breaks down patents by nation and category so it is easy to compare. If you take a look at nanotechnology or robotics, then those are fields that Japanese researchers have a real edge in. When it comes to nuclear energy I don't think anyone would argue the fact that Japan's closed fuel cycle is more sophisticated than the fuel cycle used in the US. Really it's hard to compare US vs. Japan in terms of technology because we are talking about both transnational corporations and research scientists who obviously work with colleagues around the world. Hitachi and GE work together on research, just as Toshiba and Westinghouse do. There are American scientists at Rinken, just as there are Japanese scientists at Stanford Research Institute. Technology doesn't have a flag, it just is. Most people would think of a firm like Sony as Japanese, but it is listed on the NYSE and in terms of dollar value does the majority of it's manufacturing outside Japan. This is another area of subjectivity. I think one area US researchers could do better in is nanotechnology. It still seems to be a marginal field in the US. One area Japanese firms have fallen behind in is computer operating systems. Fujitsu and Hitachi have basically given up developing their own mainframe operating systems in favor of developing IBM compatible systems. Similarly, on the desktop NEC's proprietary OS has been overtaken by Microsoft products. Here we are getting into marketing vs. technology. The Nintendo Wii contains no cutting-edge technology that I know of-tilt switches, the Linux OS and bang for the buck graphics chips from Taiwan seem to be what go into it. However Nintendo clearly came up with a great product. Similarly I don't think IBM's mainframe OS, or Microsoft Vista is any great innovation but obviously those firms have a lot of marketing muscle. So it's all very subjective.

Japan is the clear winner, and the US is trailing 1/4 of the way.

japan is into mass production of technology
USA is into perfecting the existing technology and developing more
doing things right the first time may not be as productive but more cost effective in the long run
