According to MERIC (Missouri Economic Research and Information Center) who was done a study on cost of living for the 3rd quarter of 2007 in each state, Tennessee has the lowest cost of living (Hawaii has the highest). Their findings account for groceries, housing, utilities, transportation, health care, and miscellaneous goods. If you want to see more here is the link:

Except gasoline, whose prices are heavily impacted by state-specific taxes, the cost of living varies within states much more than it does between states. There are huge cost of living differences between, say San Francisco and Merced in California or Dallas and McAllen-Edinburgh-Mission in Texas... And that's only differences between MSAs (Metropolitan Statistical Areas); step out of MSAs, and the cost of living drops through the floor (however, so do income opportunities).

Insurance (assuming you're talking about car insurance) actually varies by ZIP code (insurance companies use highly granulated accident and theft data to rate policies).

Cost of living varies more by city than by state. For example New York city cost are double those in Ithaca NY. The average cost of a state will depend on whether or not it has big cities which are more expensive in all states although not as high as New York City. My guess is that Alabama would have the cheapest average.
