The Yahoo! SMTP server requires Authentication to properly send emails. To turn this setting on:
1.From the Tools menu, choose "Accounts."
2.Select the "Mail" tab.
3.Double-click the account labeled "pop.mail.yahoo.com"
4.Select the "Servers" tab.
5.Check the box next to "My Server Requires Authentication."
6.Click "OK."

The other configurable items are optional. If you are having trouble with outgoing email, please try adding in the following settings as well:
1.Open Outlook Express and go to "Tools > Accounts > Mail."
2.Select "Mail Account > Properties > Servers."
3.At the bottom of the Servers window there is a check box. It says "My server requires Authentication." Once you have checked the box, click on the "Settings" tab.
4.Select the button that says "Log on Using." Then input your user name in the corresponding box and your password in its corresponding box.
This extra option will help in authenticating the email account with the Yahoo! servers.
Good luck.

Find out the address of the SMTP (outgoing mail) server of your Internet services provider (usually that information will be available in the customer support section of their web site), then set up an account in Outlook Express using that information.

Yahoo explains the entire process here:

But, do yourself a huge favour, and stop using Outlook Express for Email. It is unnecessary and very risky, because 90% of all Windows patches deal with security flaws in OE or Internet Explorer (Firefox is a better choice for all but: Windows Updates).

Re-post here to learn how to access your Email directly, but include the portion of your Email address to the right of the "@" sign.

Then, we can help you.

Free e mail accounts do not permit downloading into Outlook or any other e mail client. These accounts sell advertising to pay for the service and they promise the advertisers that people will see the ad when they check e mail. If Outlook downloads were permitted the reader (you) would not see the ad. If you want a service that downloads to Outlook or any other e mail client you have to pay for them.
