They tried to import skilled workers and culture into their nation, knowing that they were considered backward by most of their neighbors.

Some of the people that were imported came from nations like Germany (my mom's mother's mother was born in Russia before her family fled).

They ultimately failed because they allowed people to see the weakness of their own nation. They let in the thought that things could be better if run differently. So, when revolutions came, it cost them the nation.
