I think you are asking what is the capital of the world? There is no true answer to this, but my closest guess would be the United Nations which has established laws and procedures on the Governments of the world...such things as war crimes.

Well the closest thing we have to a governing body of the world is the UN. The UN is headquartered in New York City. There is a safe zone around the UN headquarters in place that guarantees the safety of all foreign diplomats and heads of state from assassinations.
If that isn't a 'Capital' that's close enough.

New York City is frequently (unofficially) referred to as the Capital of the World due to its size, popularity, and political importance. It's also the (again, unofficial) financial capital of the world.
There is no official capital of the world, however.

new york is quickly becoming a top contender. there wont be an official one until the establishment of the NWO (New World Order), but if government is based on finance, new york would be it. its also the home town of the United Nations. kinda scary if you ask me...
