As long as its an affectionate slap and not one that would leave them in pain then yes I would agree with you.

I am a 5' 4" female, so i have never actually run into a bald person who is shorter than me!
I see no reason to SLAP them...LOLOL !!

sounds like you would only do it to smaller people, so that says something, that you like to prey on small people with your tomfoolery.
Why dont you just try it and end up in the county jail for battery.
You may have some stories to tell how they slapped you and not on the head.

I often go up to taller chaps with a great luxuriant growth of hair on their heads and give it a good old tug to make sure it's not a syrup.
