In a way, Nietzsche is reiterating the sentiment that can be found in other sources... for example, chapter 68 of the Tao Te Ching:

A good soldier is not violent.
A good fighter is not angry.
A good winner is not vengeful.
A good employer is humble.
This is known as the Virtue of not striving.
This is known as ability to deal with others.
This since ancient times has been known
as the ultimate unity with heaven.

The point is more or less the same: A lot of emotion and hand-waving usually comes from the person who is not in control of themselves. If you are in a crisis, the person you should listen to is the one who is calm and sure. HE (or she) is the person who knows what is going on, even if they aren't yelling and running around.

The stillest words bring the storm because they come from the stillness that can stand against the tumult. A true warrior doesn't have to slaughter everyone to prove his strength. He knows it and it is obvious to all around.
